If the controller is not supposed to be used under 32* outside temperature....does this mean we could not use the hot tub in the winter here in Minnesota and would have to bring it indoors?

I believe Controlomatic is saying in the manual that you simply want to protect the control unit from extreme temperatures. You could consider using insulated covering or mounting in an area that gets a little residual warmth. It is extremely common to use these systems in cold climates.
