The real issue is simply ensuring that during operation of your pump at its lowest RPM's, the salt cell stays completely filled with water and doesn't develop a pocket of air. Since this cell is clear, you can easily double-check that. The flow rate is only one aspect of what determines that, plus the RPM's set on a variable speed pump will achieve a different flow rate depending on the "total dynamic head" of your pool equipment's unique setup. As a tip, if your cell is horizontal, most manufacturers also recommend "inverting" the cell to make sure its as easy as possible to stay flooded with water - in other words, orient the cell so that its offset center section becomes lower than the pipe instead of higher.
