Power and polarity lights are lit. Salt level is good by independent analysis and water flow is good. No Flow light stays lit and therefore cell will not generate chlorine. Is the flow sensor/switch integral to the replacement cell or is it a different assembly?

There isn't an actual flow switch on this model, it just takes electrical readings from the cell to determine salinity or the presence of water. If your salt level is actually above 3000, if the cell is clean, if water is completely filling the cell, and if the cord is getting tight clean connections on the three terminals at the end of the cell, then most likely the cell itself (the titanium electrodes) just needs to be replaced.
