Primarily, check your water temperature. Being January, you're likely seeing typical the behavior of a salt system getting low readings due to low temperatures. However, once your water is at least in the mid to high 60's, your salt is above 3500, your cell is clean, water is filling the cell, and you have a good clean connection with the cell cable, then that would typically come down to the cell.
