Can I plug this into the pentair easy touch panel? Will it have enough power to run this ?

It has the same standard Pentair IntelliChlor cord connections, and yes it can be used with the standard Pentair power supply unit. These don't communicate with external controllers or RS485 data connections (though that isn't necessarily needed).
