Do the arrows on the cell indicate water flow direction? I plan to install my cell vertically, but the wires would have to be at the bottom if this is water flow direction, which could get rain/etc in the wire holes?

That is correct, there is a strainer on one side to help protect the plates, but other than that I don't think there is any impact whatsoever on how its oriented. Definitely not for where the wires come out of the cell.
