The flow rate is not the only determinant, but typically for most models as low as 20-30 GPM is sufficient. Your setup is essentially unique, based on pump model and the resistance from your pool system, so you'd want to just turn on your pump at its lowest current setting and see if you get a "no flow" light or not (someone else with the same pump and settings may get a different result). If the chlorinator does deactivate and show "no flow", either slightly turn up the lowest speed, or set the chlorinate accordingly so it generates sufficient chlorine levels based on the run time it is getting at other pump run times.
