Ideally, this question would be asked in a phone call where we could gather more information and answer on that basis.
That being said, we know the Universal 25 installation is new but we don't know how much time transpired from adding salt to the pool and operating the salt chlorinator. When salt is added to a pool, it can often take as much as 24-48 hours for the salt to fully dissolve and completely mix.
If your salinity reading is the one immediately displayed as you open the Control Module, that is the Average Salinity - an average of the trailing 24 hours of operation. If the reading is from the 5th click of the System Status button, then you are seeing Instant Salinity - the salinity level being detected at that moment in time.
Quite possibly, at the onset of operating the salt chlorinator, the Instant Salinity may easily have been 4900 or higher, but you only saw the Average Salinity which was rising as the chlorinator took successive instant readings and averaged them into the total.
This could also be a different problem, so take the following steps and if the solution doesn't become apparent, please call us weekdays at (866) 766-5243 between 9-4:30 Central.
1) Determine the actual salinity as indicated by a pool store test or other means.
2) With the unit turned to 100% output - yellow dial full clockwise - compare the Average Salinity to the Instant Salinity. Do they now closely match?
3) Check the 8th reading from the System Status menu and see whether it shows the Cell Version as "F9" or something else. (Call for instructions to change it if necessary)
